German officials authorized construction of the Moorburg coal-fired power plant in the port of Hamburg along the Elbe River.  The river serves as the migratory route for fish listed in Annex II of the European Union (EU) Habitats Directive.

The Renewable Energy Sources Act entered into force on 1 August 2004. This translation is a legally non-binding version. Only the version published in the Federal Law Gazette (Bundesgesetzblatt) 2004 I No. 40, published in Bonn on 31 July 2004, is legally binding.
