&lt;p&gt;This case, which was finally decided by this Court by its judgment dated December 13, 1996 has been placed before us for determination of the quantum of pollution fine.  It may be stated that the main case was disposed of with the following directions:&lt;/p&gt;
&lt;p&gt;1.  The public trust doctrine, as discussed by us in this judgment is a part of the law of the land.&lt;/p&gt;
